Commissioner Kruse added an update on the kennels to the April 23, 2024 meeting agenda after multiple people emailed, wondering why there was zero construction activity toward the new kennel project. Construction Manager Tom Yarger informed the board that he expected dogs to be transferred out of Palmetto by the end of that 2024 year. Sarah Brown said that all “boots were on the ground” and that design would be 100% complete by July 2024. Bryan Parnell said that the Jail kennels would be completed by July (2024). People found out later, in an August 2024 private meeting with Parnell and Property Manger Cary Knight, that the actual timeline called for completion at Bishop sometime in 2026. Parnell later wrote an email, in November, to Charlie Bishop and other top county leaders stating that the design was still not complete. County Administrator Charlie Bishop either encourages, allows, or quite possibly orders his managers to tell the public what he wants them to hear even if untrue.
